It needs to come into the house in the winter. If you want to achieve the look of a "planted" jasmine, repot the plant in a larger pot and sink that pot into the ground. Mulch around the top to create a planted look. When the weather starts to cool, dig the entire pot and bring into the house. This process can be repeated every year.
In Wisconsin, can we plant our jasmine plant in the ground or should it stay in a pot outside?
If you know the cultivar (Jasmonium officinale 'Fiona Sunrise') you can find the Zone, though most of those are 5 at the best. Here in the MKE Metro area zone 5 plants will often die back with late season frosts.
If you cannot find the info, keep it in a pot in the garage over winter.
