The method described is not grafting but called Layering. Select a mature woody stem of a jasmine shrub, bend it to the soil.Cover a portion of the stem in soil like planting one and keep a heavy object like a stone over the covered portion. water it regularly.From the covered region new roots will arise. jasmine tree can be grafted by choosing a healthy stock and a healthy scion. then they would have to be properly aligned i.e the scion has to be placed over stock in such a way that their vascular bundles are in connection with each other. then they are both tied together. a more appropriate method of vegetative propagation for jasmine is layering and it is more convinient too.
